Position Specific Summary
The Aquatics Superintendent position at the City of Tucson’s Parks and Recreation Department (TPRD) manages the daily operations of the Aquatics Division, including Aquatics programming, training and development of staff, hiring and recruitment of seasonal staff, marketing and promotion of programs for public awareness and community engagement. This position assesses the delivery of services annually and makes recommendations based on collected data.
Work is performed under the supervision of the Aquatics Administrator. This position exercises supervision over Pools Supervisors.
Duties and Responsibilities
Manages and coordinates the annual plan for open swim, lap swim, therapy and general Aquatic programs, classes and aquatic leader directed activities to take place in pools according to season. Ensures collection of data from attendance by scheduled activity, enrollment in advertised classes, and satisfaction surveys. Utilizes collected data to prepare recommended program schedules by pool and by season. Prepares reports to demonstrate cost of proposed operation schedule, program schedule, classes and impact to Aquatics assigned budget. Ensures reflection of staffing and supply resources are included in estimated budget costs. Highlights any differences from year to year’s data collected, to ensure Director has required data for briefing Mayor and Council on any proposed Aquatic Division changes. Prepares all materials in a manner that can be used for comprehensive review, decision making, public education and confirmation of each season’s schedules by upper management.
Determines staffing needs for summer seasonal hiring within the Aquatics Division. Coordinates with the Human Resources Department to schedule onboarding for new hires including training, certification and readiness for the summer season. Aligns subordinate staff schedule to facilitate recruitment activities in external environments, including swim tests and training dates for certification of new hires, and annual renewal courses for returning staff. Coordinates annual mandatory orientation for all aquatics personnel, prior to the summer pool season. Maintains, updates annually and prepares for distribution at orientation, the Aquatics Manual, reflecting all policies and procedures that reflect Aquatics, TPRD and City expectations for staff. Maintains all certification records for past and current staff, including thousands of records for hundreds of individuals spanning across multiple years, all that require timely tracking for renewals and ensuring compliance with certifying agencies that the TPRD Aquatics programs falls under. Establishes baseline schedules for Pools Supervisors to use with their non-perm staff management. Audits time keeping software and scheduling software (DigiAquatics) to compare time worked, originally scheduled time to work and trends in behavior by employees. Collaborates with Human Resources staff on compliance with payroll deadlines, time keeping management, hiring processes and rectifies any reported issues. Coaches staff as needed on behavior modification. Supports, as needed, Pools Supervisors during challenging staffing issues. Alerts Aquatics Administrator to personnel issues that may require investigation that could lead to disciplinary action.
Manages all facility required health, safety and regulatory required paperwork, certifications, and safety guidelines that ensure aquatic facilities can open for public use when scheduled. Identifies any budget impacts for maintaining required paperwork for each aquatic facility. Remediates any issues that require repair, renovation or renewal of certifications. Coordinates with Aquatic Maintenance Team as needed as part of compliance remediation needs that fall under their work functions. Provides Capital Improvement staff with any criteria related to safety or regulatory requirements that impact design or equipment selection for aquatic builds as needed. Acts as a secondary Subject Matter Expert (SME) resource for capital projects.
Designs and implements survey and quality assurance tool sets for all aspects of aquatic services. Collects data from various methods to allow a clear understanding of the community response and value of programs, classes and access to pools. Coordinates external services to provide traffic and attendance collection and output data. Interfaces with components of the City of Tucson’s Equity Plan and TPRD Strategic Plan for delivery of services for assessment and recommendation on how to be more equitable. Understands and implements equitable recommendations into programming decisions. Engages with City staff who perform mapping, demographic collection, and perform citywide analytics on city services to apply in aquatic decision making, for both self and Aquatic Administrator benefit. Prepares reports that can be used by any level of department or City staff for education or validation of decision.
Develops an annual schedule in partnership with the Public Information Officer for the strategic time periods in the year to push out marketing related to recruitment, programs, classes, pool and splash pad hours. Sets up staff and facility resources for photography, interviews, and marketing materials. Acts as the Aquatics spokesperson for media interviews and presentations for various audiences when promoting programs, services and benefits of aquatic services as needed in lieu of Aquatics Administrator.
Maintains instructor level certification in various aquatic certifications, to lead staff instruction for pool specific lifeguarding and program instruction, ensuring necessary certification for new and year-round staff.
Acts as designee when Aquatic Administrator is not available, responding to and managing emergency situations. Attends emergencies onsite, collects reports, and documents occurrences. Ensures Director and Deputy Director are adequately informed of emergency situations. Prepares post incident reports, lessons learned and recommendation documents. Uses emergency situations to create training scenarios as applicable. Responds to department wide emergencies as needed and determined by Director or Deputy Director.
Performs all other duties and tasks as assigned; Varied assignments that are in response to operational need for division or department.
Working Conditions

MINIMUM REQUIRED QUALIFICATIONS:

Associate degree
Work Experience:
Five (5) years of directly related experience
License:
Valid and unrestricted Arizona Class D Driver License – Arizona Department of Transportation – Motor Vehicle Division
Any combination of relevant education and experience may be substituted on a year-for-year basis.
