Northwest Delhi ke Pitampura me Friday ko Municipal Corporation of Delhi (MCD) ke Community Centre ke swimming pool me 6 saal ke bachche ki doobne se hui death ke baad, Delhi Police ne Sunday ko kaha ki unhone iss matter me negligence se death ka case register kiya hai.
Police ne bataya ki initial inquiry me pata chala hai ki pool me koi bhi safety measures nahi rhe aur CCTV cameras bhi gayab the. Taksh Rathi naam ka ye ladka apni Maa ke saath northwest Delhi ke Bakhtawarpur me rahta tha, jabki uske father alag rahte the.
Rathi ke grandfather Lakshman Bhatt ke according, bachcha Friday ko subah 9:30 baje same neighborhood ke do teenaged boys ke saath Community Centre ke swimming pool me gaya tha. “Ladkon ne uski maa ko assurance diya ki wo uska khyal rakhenge aur use keval lifeguards ki presence me hi pool me utarne denge. Mauke par, jab 3 ladke pool me utre toh bade ladke aage tair gaye. Jab unhone pichhe dekha, toh unhone Taksh ko gayab paya aur shor machaya. Lifeguard ne Taksh ko paani se bachaya. Use paas ke ak private hospital me le jaya gaya jahan doctors ne use dead declare kar diya. Hamari family ko subah 10:30 baje doobne ki soochna mili,” Bhatt ne kaha. Unhone aage kaha ki Rathi ne already swimming classes li thi aur wo tairna jaanta tha.
Bhatt ne kaha ki swimming pool management ne claim kiya hai ki lifeguard ne ladke ko swimming pool se sirf 5 seconds baad hi bacha liya, jab wo 3-feet-deep spot pe hi doob gaya tha. Unhone kaha, “Doctors ne hume bataya ki agar use 5 seconds me bacha liya jata toh wo doob nahi sakta tha. Doctors ko shak hai ki Taksh do se teen minutes tak paani ke neeche raha hoga.”
Deputy commissioner of police (northwest) Bhisham Singh ne kaha ki preliminary investigation se pata chala hai ki west Delhi ke Madipur resident ak aadmi apni wife ke naam par kareeb 2 saal pahle MCD se swimming pool lease par liya tha. Singh ne kaha, “Hum aurat aur uske husband ko notice issue kar rahe hain, jo swimming pool ko lease par lekar run kar rahe the. Humein bataya gaya hai ki aisi emergency situations ko sambhalne ke liye kuchh lifeguards maujood the. Unhe bhi jaanch me shaamil hone ke liye kaha jayega.” Maurya Enclave police station me Section 106 (negligence se death) ke tahat FIR register ki gayi thi.
Rathi apne parents Kirti Rathi aur Manjeet Kumar Rathi ki iklauti santan the.
DCP Singh ne kaha ki ak team ne doobne wali jagah ko visit kiya aur paaya ki pool management dwara koi safety measures nahi adopt kiye gaye the aur whan koi CCTV cameras bhi install nahi kiye gaye the. Singh ne kaha, “Doctors ne hume bataya ki cause of death drowning thi. Hum exact cause ka pata lagane ke liye autopsy report ka wait kar rahe hain.”
Jin pool operators ne ye facility lease par li thi, unse contact nahi ho saka.
Doobne Se hui death ne Delhi me public swimming pool facilities me safety norms and lack of oversight ko lekar concerns raise kar di hain. MCD aise 15 swimming pools operate karta hai, jinhe private operators ko outsource kiya gaya hai.
Jabki MCD spokesperson ne police probe ke baare me puchhe gaye queries ka jawab nahi diya, lekin civic body ke ak official ne pool operator ko blame kiya.
Naam na batane ki condition par MCD ke ak senior official ne claim kiya ki agency private operators ko NoC provide karti hai, jabki seasonal swimming pools ko har saal fresh permission ki jarurat hoti hai.
Pools ko oversee karne wale department ke official ne kaha ki civic body investigation me cooperate kar raha hai, halanki agreement ke according, licensee Delhi Swimming Pool Licensing and Controlling Regulation 1980 me nirdharit niyamon ka palan karne ke liye responsible hai.
Agreement me clearly kaha gaya hai ki licensee premises me kisi bhi mishap or accidental loss ko prevent karne ke liye sabhi necessary steps and precautions ke liye responsible hoga. Official ne claim kiya, “agar licensee or staff ki taraf se negligence ke karan koi accident hota hai toh wo sabhi consequences ke liye responsible and liable honge.”
