Will Licon, the University of Texas rising junior who won the men’s 400y IM at 2015 NCAAs, has scratched the 400m IM final on Day One of U.S. Nationals.

Interestingly, Phelps is entered as the 20th seed with a 2:15.46. The USA Swimming database only shows one result for Phelps in the 200 breast: a 2:18.79 from 2011.
