FINA’s Technical Swimming Congress rejected the second major proposal on the table about how to clear up underwater pullouts in a vote on Friday.
FINA has approved a number of rules changes, and will begin coed relays at the 2014 Short Course World Championships, but they rejected changes to the breaststroke rules.
