Class 1 Officers Ke Liye Swimming Proficiency Mandatory – Assam Government

Assam Government ne ak new policy ka praposal rakha hai, jiske tahat Class I officers and employees ke liye swimming proficiency mandatory hogi. Brahmaputra river aur iski tributaries ke karan annual flooding face karne wale state  me, iss move se officials ko flood-prone areas me better respond karne ke liye essential skills me equpi hone ki ummeed hai. Chief Secretary Dr. Ravi Kota ki chairmanship me 51st State Executive Meeting me discuss ki gayi iss initiative ka aim flood-prone state Assam me disaster risk reduction strategies ko enhance karna hai, Jahan annual flooding  lives and livelihoods dono par kahar barsati hai.

Bataya jata hai ki Chief Minister ne iss proposal ko approval de di hai, jo state ke workforce me life-saving skills ko integrate karne ki disha me ak significant step hai.

Assam lambe time se India ke most flood-prone states me se ak raha hai, jiski 40% se jada jameen flood damage ke liye susceptible hai. Brahmaputra Valley, khaas taur par, 3.2 million hectares ke vast flood-prone area me faili hai, jisse state ki annual floods ke liye vulnerability ak serious challenge ban gayi hai. Assam ke Flood Hazard Atlas ke according, jise Hyderabad based National Remote Sensing Centre dwara satellite data ka use karke prepare Kiya gaya tha, state ki approximately 28.75 percent land (around 22.54 lakh hectares) 1998 and 2015 ke beech flood se affect hui thi.

Iss saal akele, flood ne 35 districts ke 153 revenue circles ko tabah kar diya hai, jisme 108 logon ki jaan chali gayi, jinme se 10 ki death landslides ki wajah se hui. Ye statistics government officials ko swimming jaise practical skills se equip karne ki necessity ko underline karte hain, jo potentially aise disasters ke impact ko kam kar sakte hain and officials and general public dono ki safety me contribute kar sakte hain.

Proposal me kaha gaya hai ki Class I ke officials ko jinme se kai aksar apne official duties ke part ke roop me hota se travel karte hain, fieldwork ke dauran apni safety and efficiency ko enhance karne ke liye swimming me proficiency haasil karni chahiye, especially flood-hit regions me. Officers ko swimming proficiency me encourage karne ke liye, policy me reimbursement ke liye 10,000 rupees tak ka provision shaamil hai. Ye incentive jada se jada officials ko essential life skills pursue karne ke liye encourage karne ke liye hai.

Abhi ye plan Class I ke Officers ko target karta hai, time ke saath ye policy government employees ke other categories ke liye bhi expand kar di jayegi. Government stressed ki ye ak universal policy hogi, jo flood-prone and non-flood-prone dono areas ke employees par apply hogi. Iske alawa, proficiency, certificates ke regular update ki awashyakta hogi, taaki ye ensure kiya ja sake ki officials time ke saath apne swimming skills ko banaye rakhein.

Iske alawa, swimming training complete karne aur proficiency certificate ko submit karne ke saath regular increments and promotions ko link karne ki possibilities ko pata karne ke liye ak committee establish ki gayi hai. Ye officers ke liye training ko seriously lene aur required level of competence ko achieve karne ke liye ak additional motivation ke roop me kaam kar sakta hai.

Iss statewide implementation ka maarg prashast karne ke liye, Assam State Disaster Management Authority (ASDMA) ne Kamrup Metro district me government officials ke liye swimming proficiency and life skill development training ke Phase I ki shuruaat hai. Official sources se pata chalta hai ki 53 officers ne pahle hi training complete kar liya hai, aur next two months me aur jada officers ke isi tarah ke training sessions se gujarne ki ummeed hai.

Kamrup Metro me training ka initial phase iss policy ke broader adaptation ka crucial step hai, kyunki ye state government ko program ki effectiveness ko assess karne aur other districts me ise implement karne se pahle necessary adjustments karne ki permission deta hai. Flood ke saath Assam ke annual struggle ko dekhte huye, goal se jada government employees ko flood wale environments me navigate karne aur emergencies me teji se respond karne ke liye needed skills se equip karna hai.

Ye policy Assam me disaster risk reduction ko mainstream me laane ki taraf ak broader trend ko reflect karti hai, kyunki governance ke sabhi levels par officials se ab natural disasters ke impact ko kam karne me active role play karne ki apeksha ki jaati hai. Kamrup Metro me pahle se hi training chal rahi hai aur poore state me expansion ki planning hai, Assam apni annual flood challenges ko face karne ke liye ak adhik resilient administration banane ki disha me important steps le raha hai.
