“Feet must turn outwards during the propulsive part of the kick” is going to need to be tweaked again thanks to Mathias. He is literally propelling with the bottom of his feet, but since his feet are pointed slightly outward it may actually be legal; at least that part… His massive downward fly kick on his break-out is clearly illegal.

I don’t know where you get his pullout being illegal. There’s an odd finish to his stroke kick but IMO nothing definitively illegal there either. I mean, Adam Peaty practically dolphins with his toes pointed out, and I wouldn’t say that is illegal.
