Russian Anti-Doping Agency Sees Record Number of Testing Accessibilty Violations in July

The Russian Anti-Doping Agency (RUSADA) has reported a record number of testing accessibility rules violations in July.

A RUSADA spokesperson told state-sponsored media TASS that 47 testing accessibility violations were recorded last month. A total of 195 accessibility violations have been recorded by RUSADA this year.

RUSADA has reported high numbers of accessibility rules violations over the past few years: 282 cases were recorded in 2024, 242 in 2023, and 375 in 2022. It should be noted, however, that it is difficult to determine how these rates compare to other nations. RUSADA is one of the few National Anti-Doping Agencies that reports both the size of its testing pool and the number of whereabouts violations.

If athletes accrue three such violations within a calendar year, they may be suspended from competition and centralized Russian training camps.

Doping scandals and compliance failures have surrounded RUSADA for the last decade. The organization was initially deemed non-compliant by the World Anti-Doping Agency (WADA) in 2015 after a widespread Russian doping operation was uncovered at the Sochi Olympics. They were reinstated as compliant in February of 2019, but this was revoked later that year after it was discovered that the data RUSADA had reported to WADA had been tampered with.

RUSADA has since failed to regain compliance status, with the certification process being delayed due to the current geopolitical situation.

Despite their non-compliance status, RUSADA has seen recent success in decreasing doping violations. In 2024, the organization reported 102 positive tests, down from 150 in 2023. Most recently, RUSADA handed national-level swimmer Alexander Efimov a four-year ban for a violation of anti-doping rules.

There are more and more athletes from all sports and parts of the world that end up being suspended for 3 accessibility violations.
Does this mean that there are more tests being done?
Does it mean that athletes are becoming lazier at updating their where abouts for testing?
Is the system complicated?

The whereabouts system is not particularly complicated, but it is pretty intense.

I think testing has been elevated. I also think maybe it’s just more of a fluke than a trend – I’ll see if I can find any data on missed tests going up in general. Kerley has had a bad year. Lots of legal troubles that might indicate that he’s not in the frame of mind of ‘professionalism’ n’at.
