Thomas Small Added to USA Swimming’s List of Permanently Suspended Individuals

Thomas Small, a former swim coach in Maryland, is the latest coach added to USA Swimming’s public list of “Individuals Permanently Suspended or Ineligible,” according to the latest update in mid-August.

Small was banned in April of this year, and in August that ban was upheld on an appeal to the USA Swimming Board of Directors, according to USA Swimming’s Director of Safe Sport Susan Woessner.

According to Woessner, there were never any criminal in the matter against Small, and our search of Maryland records validated that. Woessner says that “he was a coach ten years ago” in the Maryland LSC.

Small was banned under section 304.3.5 of USA Swimming’s Code of Conduct dated from 2002-2008, under the following section:

304.3.5 Any sexual contact or advance or other inappropriate sexually oriented behavior or action directed towards an athlete by a coach, official, trainer, or other person who, in the context of swimming, is in a position of authority over that athlete.
